Features of the reception of foreign citizens and stateless persons
Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary appropriations in accordance with international treaties of the Russian Federation, federal laws or the quota for the formation of foreign citizens and stateless persons (hereinafter quota for the formation of foreign citizens) established by the Government of the Russian Federation, as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services.
The admission of foreign citizens and stateless persons, including compatriots residing abroad, within the quota for the formation of foreign citizens, is carried out according to the directions of the federal executive body, which exercises the functions of elaborating state policy and normative and legal regulation in the sphere of education. The enrollment of foreign citizens and stateless persons within the quota for the formation of foreign citizens is formalized by a separate order (orders) of the DSTU.
Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal footing with citizens of the Russian Federation, provided they comply with the requirements provided for in Article 17 of the Federal Law of May 24, 1999, No. 99-ФЗ "On state policy of the Russian Federation with respect to compatriots abroad "(hereinafter - Federal Law No. 99-FZ).
Compatriots living abroad and not citizens of the Russian Federation are not subject to special rights when enrolling in undergraduate and specialist programs provided in accordance with Federal Law No. 273-FZ, unless otherwise provided for by an international treaty of the Russian Federation.
When foreign citizens and stateless persons are admitted to study under the bachelor's programs and specialty programs for places under contracts for the provision of paid educational services, the higher education organization shall establish at least two general entrance examinations selected by it independently from the number of admission tests established by Order No. 1204 on the appropriate specialty or direction of training.
When applying for admission to study, a foreign citizen or a stateless person indicates in the application for admission the details of the identity document or a document certifying the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" (hereinafter - the document, yayuschy identity of the foreign citizen), and is in accordance with subsection 1 of clause 68 of the Rules of the original or a copy of an identity document, citizenship or identity document of a foreign citizen.
Upon admission to study in accordance with Article 17 of Federal Law No. 99-FZ, a compatriot shall submit, in addition to the documents specified in clause 68 of the Rules, originals or copies of documents provided for by Article 17 of Federal Law No. 99ФЗ.
The admission of foreign citizens and stateless persons for training on educational programs containing information constituting state secrets is carried out only within the quota for the formation of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
The enrollment of foreign citizens to the DGTU for all forms of education at the expense of the federal budget is carried out on the basis of the directions of the Ministry of Education and Science of the Russian Federation, or (subject to full compensation for training costs) on the basis of the concluded agreement.
Foreign citizens who do not speak Russian are enrolled for training under pre-university training programs for a period of one year.
