Features of the reception of foreign citizens and stateless persons
Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary appropriations in accordance with international treaties of the Russian Federation, federal laws or the quota for the formation of foreign citizens and stateless persons (hereinafter quota for the formation of foreign citizens) established by the Government of the Russian Federation, as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services.
The admission of foreign citizens and stateless persons, including compatriots residing abroad, within the quota for the formation of foreign citizens, is carried out according to the directions of the federal executive body, which exercises the functions of elaborating state policy and normative and legal regulation in the sphere of education. The enrollment of foreign citizens and stateless persons within the quota for the formation of foreign citizens is formalized by a separate order (orders) of the DSTU.
Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal footing with citizens of the Russian Federation, provided they comply with the requirements provided for in Article 17 of the Federal Law of May 24, 1999, No. 99-ФЗ "On state policy of the Russian Federation with respect to compatriots abroad "(hereinafter - Federal Law No. 99-FZ).
Compatriots living abroad and not citizens of the Russian Federation are not subject to special rights when enrolling in undergraduate and specialist programs provided in accordance with Federal Law No. 273-FZ, unless otherwise provided for by an international treaty of the Russian Federation.
When foreign citizens and stateless persons are admitted to study under the bachelor's programs and specialty programs for places under contracts for the provision of paid educational services, the higher education organization shall establish at least two general entrance examinations selected by it independently from the number of admission tests established by Order No. 1204 on the appropriate specialty or direction of training.
When applying for admission to study, a foreign citizen or a stateless person indicates in the application for admission the details of the identity document or a document certifying the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" (hereinafter - the document, yayuschy identity of the foreign citizen), and is in accordance with subsection 1 of clause 68 of the Rules of the original or a copy of an identity document, citizenship or identity document of a foreign citizen.
Upon admission to study in accordance with Article 17 of Federal Law No. 99-FZ, a compatriot shall submit, in addition to the documents specified in clause 68 of the Rules, originals or copies of documents provided for by Article 17 of Federal Law No. 99ФЗ.
The admission of foreign citizens and stateless persons for training on educational programs containing information constituting state secrets is carried out only within the quota for the formation of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
The enrollment of foreign citizens to the DGTU for all forms of education at the expense of the federal budget is carried out on the basis of the directions of the Ministry of Education and Science of the Russian Federation, or (subject to full compensation for training costs) on the basis of the concluded agreement.
Foreign citizens who do not speak Russian are enrolled for training under pre-university training programs for a period of one year.

Rostov-on-Don and Yantai became twin cities
On June 22, 2017 talks were held with the officials of Yantai, during which the head of the administration of Rostov Vitaly Kushnaryov introduced the southern capital in terms of its socio-economic development.
With the assistance of the Center for Technology Transfer, DSTU, a memorandum of twin cities was signed between Rostov-on-Don and Yantai as part of the SRSPA event in Yantai, China.
Also, the Rostov delegation visited the open economic zone of Yantai, investments in which amounted to about $ 1 billion.
The leaders of sister cities discussed the potential cooperation, in particular, the deployment of Rostov enterprises in the open economic zone and the development of a project of such a zone in the Don capital.
On May 31, 2016 in the Don State Technical University the meeting of the rector Besarion Chohoevich Meskhi with the delegation from the People's Government of Yantai City and the Board of the High and New Technologies Zone of Yantai City (PRC, Shandong Province) took place.
During the business meeting, the rector of DSTU, Vice-Rector for International Activities Svetlana Shvedova and representatives of the Chinese delegation signed an agreement between the board of the Yantai High and New Technologies Zone and the Don State Technical University on the opening of the Russian-Chinese Technology Transfer Center. The participation of the Don State Technical University in the SRSPA allowed the launch of joint projects of Russia, China and Georgia aimed at expanding cooperation between universities and enterprises, the introduction of effective models of knowledge transfer centers and technologies, the commercialization of intellectual property and high-technologies development.

Forum of Russian-Chinese media "New Media: Cooperation of Youth" (俄罗斯和中国的媒体论坛 "新媒体: 青年学生的合作")- Показать/Скрыть
From September 24 to September 27, the Don State Technical University will become a venue for the forum of Russian-Chinese media "New Media. Cooperation of Youth". Leading domestic and Chinese media experts and government representatives from both countries will gather in DSTU.
On September 25 and 26, the forum participants will discuss the issues of education and new technologies in media, new Internet media, Internet distribution of entertainment content and the development of e-sports.
In addition, on the second day of the forum, on September 26, there will be a series of comradely cybermatches between Russia and China. Athletes will compete in the disciplines of DOTA2 and FIFA17. After the games are over, an agreement on the development of e-sports in the Rostov region will be signed
The forum is organized by the Ministry of Communications and Mass Media of the Russian Federation, DSTU, Chinadaily.com.cn, with the support of the government of the Rostov region.
Recall that in 2015, Russian President Vladimir Putin and Chinese President Xi Jinping agreed to hold in 2016-2017. the Chinese-Russian Media Forum in China (2016) and the Russian-Chinese Media Forum in Russia (2017). At the first forum in Guangzhou, members of the Russian delegation suggested the holding of a counter forum in 2017 in Rostov-on-Don. Rostov-on-Don is the administrative center of the Rostov Region and the Southern Federal District of Russia with a population of more than 1 million people. The city is located in the southeast of the East European Plain, on the banks of the Don River, 46 km from its confluence with the Sea of Azov. The area of the city is 348.5 square kilometers, the distance to Moscow is 1076 kilometers. The date of foundation of Rostov-on-Don is 1749, when the Russian Empress Elizaveta Petrovna signed a decree on the establishment of the state customs at the mouth of the river Temernik. After that, a port appears here, and in 1761 - the construction of the military fortress of St. Demetrius of Rostov begins. Favorable geographical position contributed to the economic development of Rostov. To its 100th anniversary, the city had about 15 thousand inhabitants, and by the 20th century there were already more than 110 thousand people living in it. The basis of the economy of Rostov was trade, and the city itself was called merchant. Nevertheless, by the beginning of the XX century, more than 100 enterprises operated in Rostov, each third of which belonged to foreign capital. Until 1917 Rostov was the third city in Russia in terms of the size of the non-economic trade turnover. By the end of the 1930s, it was one of the ten largest cities in the Soviet Union in terms of population and level of economic development.
In the heroic annals of the Great Patriotic War Rostov entered as a city where the Red Army passed from defense to offensive. Rostov-on-Don in the plans of the fascist command was a strategic goal - it's not for nothing that Goebbels called it the "Gateway of the Caucasus." But, it was here, at the "Gates of the Caucasus" in November, the 41st Wehrmacht suffered the first major defeat. During the occupation of the city fascists shot and tortured tens of thousands of civilians, about 50 thousand people were taken into slavery. The central districts of the city were turned into ruins, the buildings of theaters, institutes, schools and hospitals were blown up and burned. Of the 270 factories and plants, only six survived. However, thanks to the self-sacrificing work of the Rostovites, the capital of the Don was restored from ruins and became even more beautiful.
In 1970, by the Decree of the Supreme Soviet of the USSR, the city of Rostov-on-Don was awarded the Order of Lenin, in 1982 by the Decree of the Presidium of the Supreme Soviet of the USSR was awarded the Order of the Patriotic War of the 1st degree. On the eve of the celebration of the 63rd anniversary of the Victory in the Great Patriotic War, Rostov-on-Don was awarded the honorary title "City of Military Glory." A factor that is favorable to the social and economic development of the city is its positioning as a "core" of the Rostov agglomeration with a demographic potential of up to 2 million people forming the largest local consumer market in the South of Russia, which concentrates a large part of the scientific, educational, industrial and financial investment potential of the region.
Only in 2008 the total amount of investments in the city's economy amounted to about 65 billion rubles. The average wage in Rostov-on-Don in 2008 increased by 31.5%, amounting to 17.4 thousand rubles. The index of physical volume of production for a full range of enterprises was 113.5%. Leading positions continue to retain such enterprises as Rostvertol, Rostselmash, Yug Rusi, Gloria Jeans.
The economic potential of the city was repeatedly noted at the All-Russian competition "Golden Ruble", which is conducted by the "National Corporation for Economic Development" under the patronage of the President of the Russian Federation and promotes the best economic experience achieved by the regions, cities and enterprises of Russia. According to the results of 2008, Rostov-on-Don, according to the rating of the Federal Business Journal of RBC, which took into account the indicators of 64 out of 75 Russian cities with a population of 250 thousand people, entered the top ten most attractive cities in Russia for doing business.
For city authorities, the priority direction of social policy is to provide targeted assistance to low-income and disabled citizens. Among the implemented measures of social support for the population - the provision of free hot meals and textbooks in schools, benefits, subsidies, various social benefits. Since 2002, the city's social protection bodies have been providing subsidies for housing and communal services to low-income families using personalized social accounts.
In 2008, about 13 billion rubles were allocated from the budgets of various levels to implement the social policy in Rostov-on-Don. At the end of the year, 390 thousand Rostovites received assistance in 19 normative acts, including 10 federal, 7 regional and 2 city. One of the most important areas of targeted social support, for which over 4 billion rubles was allocated, were housing subsidies that guarantee the availability of payment for housing and communal services to low-income citizens. In total, compensation for housing and public utilities services in 2008 was received by about 210 thousand Rostovites for the amount of 866 million rubles.
The targeted approach is also used in the work with veterans, who live in the city more than 20 thousand. They are provided with practical assistance in the repair of housing, the purchase of household appliances, etc. To improve the living conditions of disabled people and participants of the Great Patriotic War, a complex of specialized houses for 350 people residing in which there are rooms for catering, domestic, medical, social, advisory, cultural and recreational services is built, which has no analogues in Russia.
Rostov-on-Don has a special, unique appearance due to its rich historical and cultural heritage. His entire history, since the time of a small settlement at the Temernitskaya customs and fortress of St. Demetrius of Rostov, and to this day is reflected in numerous monuments of architecture, archeology, monumental art and memorial complexes of military glory.
In Rostov-on-Don today there are more than 800 objects of cultural heritage, including 470 monuments of architecture, 55 monuments of archeology, 106 monuments of monumental art and military glory. The historical center of Rostov is especially full of buildings-monuments of architecture. The unique building is a building designed by the academician of architecture A.N. Rostov-on-Don is a large educational and scientific center. According to the number of universities, the city takes the third place in the country (after Moscow and St. Petersburg). In Rostov there are 4 theaters, two of which are academic, four museums, the largest in the south of the country - the Don State Public Library, the State Circus, the Regional Philharmonic, the Rostov Conservatory. In Rostov-on-Don, for 80 years, one of the largest zoos in Europe has functioned. In Russia there are many unique regions with an ancient history, famous for their sights and original traditions, unique ethnographic and folkloric programs with diverse landscapes, ecologically clean places of rest, cordiality and hospitality of the inhabitants.
Among them is the Rostov region, formerly part of the Don Army. The Rostov region is famous for a large number of historical and cultural monuments, as well as nature reserves, many of which have the status of nature monuments of federal and regional significance. You are waiting for 27 reserves and over 100 specially protected natural areas. And how is the famous Don steppe? It remained in its original form only in beams, gullies, on stony hillocks and ruts. Forests and virgin steppes are now rare, in scaffolding, non-forested areas and plowed fields prevail everywhere. The endless distance lay in all directions of the dim, hazy, flat horizon. There and here, in the distance, the silhouettes of steppe mounds loom. Silent witnesses of the past centuries, watchtowers and burial mounds, barely noticeable among the vast fields. If you climb one of these mounds near the village of Razdorskaya, the unobstructed breadth of Obdonia opens before your eyes. Floodplain forests. Cretaceous, rugged mounds with small trees of wild apple and pear trees, hawthorn bushes. Dead bald patches of sand. And the mighty river, with a blue blade, cuts through the aquamarine greenery of the floodplain. In the height, in the dazzling sunny blue, the kite rustles, vigilantly peering and noticing the smallest movements in its steppe patrimony.
Along the steppe rivers stretch villages, farms, villages, shrouded in greenery of gardens. And around the villages of the field. They are huge. It seems that they have no beginning, on the edge. Ripening wheat hanging heavy ears above the field path. To the far edge of the plain horizon, dark green waves of corn stalks flee, and their shaggy whitish sultans are poured by sea foam. The Rostov region lies in the steppe zone, only the extreme southeast is a transitional region from the steppes to the semi-deserts. Forests and shrubs occupy only 5.6% of the land fund. Steppe open spaces, forest oases, floodplains of the Don River, the coast of the Azov Sea, is a haven for more than one hundred species of animals and valuable commercial fish species.
The nature of the region is preserved in the Rostov Reserve.
The main city of the Rostov region is the city of Rostov-on-Don. The year of its foundation with read 1749, when customs was laid near the mouth of the river Temernik.
